Digital marketing in Cambodia in 2026 is won in the inbox, not the feed

Digital marketing in Cambodia in 2026 is no longer a contest for attention: Facebook's ad audience already equals 120.1% of Cambodian adults and TikTok's reaches 97.5%, according to DataReportal's Digital 2026 report. When almost every adult can be reached for a few dollars, the sale is decided later, in a Messenger or Telegram thread and in the Google search a buyer runs before paying.

This is our reading of the market in September 2026: who is online, what each channel does, why reach is no longer scarce, and where we would put the next dollar. If you want outside help, our overview of marketing agencies in Cambodia compares the models.

Who is online in Cambodia in 2026?

Cambodia's online audience in 2026 is 12.0 million internet users, 67.3% of a population of 17.9 million, according to DataReportal's Digital 2026 report (October 2025 data).

Three facts shape every plan:

  • A young audience: the median age is 26.2, so the default buyer grew up on a phone.
  • A rural majority: 73.4% of Cambodians live outside cities, so Phnom Penh is the exception, not the norm.
  • Faster phones: DataReportal measured a median mobile download speed of 53.58 Mbps, up 86.7% in a year, and Cellcard, Smart and Metfone switched on commercial 5G on 1 January 2026 in Phnom Penh and 14 provinces, as B2B Cambodia reported.

A rice-cooker distributor in Kampong Cham and a serviced-apartment operator in BKK1 share a buyer who watches short video on a mid-range Android phone, then opens a chat. But 5.86 million Cambodians, 32.7% of the population, are still offline, so "national reach" through social media alone is an overstatement.

Why has reach stopped being the scarce resource in digital marketing in Cambodia?

Reach has stopped being scarce in digital marketing in Cambodia because the two largest platforms already cover more than the adult population they are supposed to measure. DataReportal's Digital 2026 report gives Facebook an ad reach of 14.0 million, or 120.1% of adults aged 18 and over, and TikTok 11.3 million adults, or 97.5%.

A figure above 100% is the signature of duplicate profiles and second accounts, which DataReportal's counts do not deduplicate: a campaign that "reached 2 million people" in Cambodia reached 2 million accounts.

Over the three months to October 2025, DataReportal recorded Facebook's ad reach up 150,000, while TikTok's adult reach fell by 294,000 and Messenger's by 250,000. Facebook still added 1.85 million identities year on year, but growth is flattening.

Our first position follows: we would stop using reach and CPM as the headline KPI of any Cambodian campaign. The number we put at the top of a monthly report is the cost per answered conversation, then the share that becomes a quote, a booking or a KHQR payment.

What does each channel actually do for a Cambodian buyer?

Each channel in Cambodia plays one job in the purchase: Facebook and TikTok create demand, Messenger and Telegram close it, and Google verifies the seller.

ChannelAudience, late 2025 (DataReportal 2026)Job in the purchaseWhat to measure
Facebook14.0 million identities, 120.1% of adultsDiscovery, retargeting, Facebook Live sellingConversations started
TikTok11.3 million adults, 97.5% of adultsDiscovery through short Khmer videoProfile visits, messages
Messenger8.90 million, 75.7% of adultsQuestions, quotes, follow-upReply time, conversion to quote
TelegramNo audited figureCustomer service, groups, B2B follow-upReply time, repeat orders

Instagram1.85 million, 15.9% of adultsUrban, visual, premium segmentsSaves, messages
LinkedIn880,000 members, 7.6% of adultsB2B, hiring, foreign-owned firmsQualified leads

Telegram needs a caveat: Kiripost reported in 2023 that it had become the country's most popular messaging app, and no audited Cambodian user figure has been published since. Messenger's 75.7% is ad reach and Kiripost's ranking is usage, so the two cannot be compared. With almost no targeted ads, Telegram is missing from ad tables and underweighted in most plans.

Two paid routes sit outside the table: creator (KOL) deals and sponsored Telegram channel posts, priced case by case with no public rate card. For cars, property and jobs, the classifieds site Khmer24 still does much of the work.

Why is the inbox where Cambodian sales are won or lost?

The inbox is where Cambodian sales are won or lost because most purchases above a few dollars go through a conversation about price, delivery or a quote, and Messenger alone reaches 75.7% of adults (DataReportal 2026). Speed matters: in a 2011 Harvard Business Review study of 1.25 million US leads, firms that responded within an hour were nearly seven times as likely to qualify the lead as those that waited longer.

A worked example, with our illustrative rates rather than benchmarks: a Sen Sok furniture retailer spends $1,500 a month on message ads at $1.50 per conversation, or 1,000 conversations. Answered within minutes, 12% become orders at $180 on average, or $21,600. Answered the next morning, 5% convert, or $9,000. Even if fast replies convert at only 8%, the gap is $5,400 a month, 3.6 times the ad spend.

Trust in the inbox is fragile. In June 2026, the Phnom Penh Post reported the arrest of a man who impersonated Facebook Live sellers from fake Telegram accounts about 50 times, extorting more than $110,000.

Our second position: the first dollar of a new budget should go to the inbox, not to more ads.

How we would set up the inbox

We would route Messenger (Meta's Messenger Platform) and a Telegram bot (Telegram Bot API) into one n8n workflow that creates a contact in HubSpot or Twenty CRM, tagged with the ad that started the thread. Saved replies exist in Khmer and English, each shift has a named owner, and n8n alerts that owner after 15 minutes without a reply, the threshold of Meta's "very responsive" badge (90% response rate, under 15 minutes). Meta does not count Instant Replies or away messages as responses, so the alert must reach a person.

Two pitfalls catch most teams. Meta allows promotional messages only within 24 hours of the customer's last message; after that, a salesperson can still reply manually for up to 7 days with the Human Agent tag, without promotion, and promotional follow-ups need a paid sponsored message. And staff answering from personal Telegram accounts recreate the impersonation risk, so use one business account published on the website.

Google as the trust check

Google does not start many Cambodian purchases, but it ends many of them. StatCounter gives it 94.74% of search traffic in Cambodia in August 2026, against 3.37% for Bing: when a buyer checks a company seen in a TikTok video or a Facebook ad, the check happens on Google, usually on the brand name.

A Google Business Profile with the right address and hours, a fast mobile website, and a page stating prices, delivery zones and payment options (KHQR, ABA, Wing, cash on delivery) answer the questions asked before paying. In our view, after a year of scam headlines, a business with only a Facebook page gives buyers one less reason to trust it.

An international school in Tuol Kork running enrolment ads faces this: parents search the school's name; if the first result is an old directory listing with a dead phone number, the ad has paid for a competitor's enrolment. This is why we treat web development in Cambodia as marketing budget, not an IT project, and why a digital agency in Phnom Penh that runs ads, site and inbox together avoids the gap between them.

Khmer first, English where the buyer works in it

Khmer is the default language for mass-market digital marketing in Cambodia; English fits only where the buyer works in English, as in B2B services, foreign-owned companies and tourism. LinkedIn, a proxy for the English-speaking professional audience, counts 880,000 members, 7.6% of adults, according to DataReportal 2026, against 11.3 million adults on TikTok.

Our third position: for a consumer brand, a plain Khmer video shot on a phone by someone who speaks like the customer will usually outperform a polished English spot. It is an editorial view, not a benchmark, but it fits a median buyer aged 26 who watches on a phone.

Khmer content has requirements English-first teams miss:

  • Fonts: Khmer script needs web fonts that render subscript consonants correctly on Android phones.
  • Search: check in Google Search Console which spellings bring visitors (Khmer script, English, romanised Khmer) and write product pages for the forms that actually appear.
  • Data: the draft Personal Data Protection Law, reviewed at a Ministry of Post and Telecommunications validation workshop on 5 August 2026, is not yet law, but chat histories in a CRM will likely need consent and retention rules.

Where should a 2026 digital marketing budget in Cambodia go?

A 2026 digital marketing budget in Cambodia should be split across three layers rather than across platforms: media, content, and the conversion layer that turns a conversation into a payment. For a consumer SME we recommend 40% media, 25% content and 35% conversion layer; this is our view, not a benchmark.

LayerShare of budgetExample on $2,000 a monthWhat it buys
Media40%$800Facebook and TikTok ads optimised for messages, retargeting
Content25%$5008 to 12 short Khmer videos, bilingual posts, product photos
Conversion layer35%$700Inbox coverage, CRM and automation, website upkeep, KHQR checkout

The $700 comes from our planning estimates: about $400 for part-time bilingual inbox cover in evenings and weekends, our assumption rather than survey data (the only official floor is the garment sector's $210 monthly minimum wage for 2026, as Khmer Times reported); $0 to $50 for a CRM (HubSpot's free tier or self-hosted Twenty); about $50 to host n8n; and $200 to $250 for website upkeep and a KHQR checkout through a gateway such as ABA PayWay. That last line matters: the National Bank of Cambodia counted 1.325 billion Bakong transactions in 2025, 771.2 million in riel (NBC annual report, via Cambodianess). Buyers already pay by QR and expect to pay inside the chat.

If nobody owns your inbox after 6 p.m., or you cannot say how many conversations become quotes, fix that first: a sales funnel system ties ads, inbox, CRM and checkout together, and our digital services cover the site and brand. Frequently asked questions

How fast should a Cambodian business reply on Messenger?

A Cambodian business should answer Messenger within 15 minutes on at least 90% of threads, the criteria of Meta's "very responsive" badge. Automated Instant Replies do not count, so a person has to answer.

Should Cambodian businesses use Telegram for marketing?

Cambodian businesses should use Telegram for service and follow-up, not targeted ads, which it barely offers. Publish one official account on your website to protect buyers from impersonators.

How much should a small business in Cambodia spend on digital marketing?

No official benchmark for digital marketing spend in Cambodia exists, so focus on the split. We recommend putting about a third into the conversion layer (inbox, CRM, website, KHQR checkout) before increasing ad spend.
