The ideal buyer is easy to describe, because Cambodia's business base is small. The National Institute of Statistics counted 753,670 establishments in its Economic Census of Cambodia 2022, and only 20,820 of them (2.8%) engage 10 people or more. Phnom Penh alone holds 149,888 establishments, 20% of the national total. Fred Brooks put the arithmetic in The Mythical Man-Month (1975): n parties create n(n-1)/2 lines of communication. You plus a branding studio, a web developer and an ads agency is four parties and six lines, and adding an automation freelancer takes it to ten.

Those lines are not free. The Project Management Institute's Pulse of the Profession report on communications (2013) found that of every US$1 billion spent on projects, US$135 million is at risk, US$75 million of it because of poor communication; 80% of projects met their original goals at highly effective communicators, against 52% at minimally effective ones. It is a 2013 global survey of project professionals, mostly in large organisations, so read it as an order of magnitude for an SME.
Take a hypothetical 30-person property developer launching a condominium with a branding studio, a web freelancer and an ads agency. Over 12 weeks, one 30-minute weekly call per vendor costs the marketing manager 18 hours, against 6 with one partner; at an assumed US$25 an hour, that is US$300. Then the rework: the developer changes the checkout in week 9 and the ads agency rebuilds its conversion events, which we estimate at 8 hours, or US$400 at US$50 an hour, the middle of the rates Cambodian agencies publish on Clutch. That is about US$700 of hidden cost on one launch, before any delay.
The fair objection is that one agency does not remove the communication lines; it moves them inside. That is the point: inside one agency the lines are owned, contracted and invisible to you.

Payments are the first seam. Bakong, the National Bank of Cambodia's payment system, processed 608.32 million transactions in 2024, up from 200.93 million in 2023 and 26.12 million in 2022, according to NBC data published on the Ministry of Economy and Finance open data portal (2025). Customers expect to pay by KHQR, typically through a gateway such as ABA PayWay. Because the payment is confirmed in the banking app or by a callback, the purchase event must fire server-side or on the return page; otherwise the ads agency sees clicks and no sales.

Messaging is the second seam. DataReportal's Digital 2026 Cambodia report puts Facebook's ad reach at 14.0 million people and Messenger's at 8.90 million in late 2025, out of a population of 17.9 million. Leads therefore often start as a chat in Messenger or Telegram, and whoever builds the site must agree with whoever runs the ads on how a chat becomes a CRM record.

Our position: a quote without running costs is half a quote. The build fee is paid once, the stack every month, and split vendors rarely total it because each quotes only its own tools. Here is a worked example at list prices in September 2026 for a service company:
- Webflow CMS site plan (Premium): $25 per month billed yearly, so $300 a year.
- HubSpot Marketing Hub Starter for 2 users: $7 per seat per month billed yearly, so $168 a year.
- Total software floor: about $468 a year, excluding agency fees, ads, domain and email seats.
A retailer would swap Webflow for Shopify Basic at $29 per month billed yearly ($39 monthly), before card fees. One partner should hand you this table with the quote. - Paid media dominates. If ads take most of a monthly budget in the thousands of dollars, a performance specialist with deep Meta and TikTok buying experience is worth a separate contract. DataReportal counts 11.3 million TikTok users aged 18 and over in Cambodia in late 2025, and buying that audience at scale is a full-time discipline.
- You have an in-house marketing lead. A marketing manager who can brief, review and arbitrate removes most of the coordination cost, and the six communication lines become manageable.
- One component is deep engineering. A core banking integration may need a specialist team.
